Provincial Nominee Programs — the route for scores below the general cut-off

Every province except Quebec and Nunavut runs its own nominee program, selecting candidates who match its labour market. An Express Entry aligned nomination adds 600 CRS points, which in practice guarantees an invitation in the next round. A base nomination leads to a paper PR application instead. Both come with a genuine intention to settle in that province.

Enhanced versus base nomination

Enhanced (Express Entry aligned)

You must already have a valid Express Entry profile. The nomination adds 600 CRS points, an invitation follows in the next draw, and IRCC processes PR in roughly six months.

Base (non Express Entry)

A standalone paper-based provincial application followed by a separate PR application to IRCC. No CRS involvement, but processing commonly runs 12 to 18 months end to end.

Expression of interest systems

Most provinces now run their own EOI pool with their own scoring — points for language, education, work experience, connection to the province and job offer. These are separate from the federal CRS.

The residency commitment

A nomination is granted on the basis that you intend to live and work in that province. It is not a legal restriction on movement after PR, but misrepresenting intent at application is a serious issue.

How we approach a nomination strategy

  • Map your NOC and experience against every province's current in-demand list rather than the one province you have heard of
  • Check whether your profile scores better in a provincial EOI pool than in the federal one
  • Prepare the connection evidence each stream asks for — job offers, past study, relatives, or a genuine settlement plan
  • Register in multiple provincial pools where the streams permit it, rather than waiting on a single outcome
  • Track allocation exhaustion so we file in the window your stream is actually accepting

Provincial allocations were reduced across 2025 and competition tightened. Strategy that worked two years ago does not automatically hold today.
